I'm going to cut 5k off the base scouting budget too see how that plays. I've seen a number of comments that the scouting budgets are high.

Adjusted recruit letter grade ratings to all follow the same scale. This also allowed me to improve load times a bit on the search page. It will also allow me to add some search filters for ratings, which I'll be working on now.

Made a change so that when a coach takes over a new team during the job period, recruiting credit that the new team had built up in recruits is greatly reduced. Previously, a new coach would not only have full budget allocation, they would also maintain the full value of any credit built up by the previous coach (or SimAI).

1. Unlocked scholarship offers for recruits at or below your division in the final 24 hours of recruiting.

2. Modified Sim AI recruiting logic to allow for them doing multiple home visits on a recruit. Previously they would only do one at most.

Modified the auto-sign logic at the end of recruiting to only sign guys to teams at their projected level. That means teams won't get lucky with a leftover from a higher division, and also won't get stuck with a guy from a lower division.

Broke out public camps into 2 per region: Standard and Elite. Standard camps include a mix of D2 and D3 recruits, while Elite camps are D1 and D2. They are still scheduled for the same cycles, but now there will be 2 processed per cycle (not from the same region).
