No Applicable Credits Topic

I've been able to access the test site and change my p/w. I've been able to pick a league (took the recommended one) and choose a city and team name and click Continue. However, when I get to the purchase screen there are no credits in the Applicable Credits available to purchase the team. Suggestions? Thanks
